What defines a country in this simulation is the parametrisation of its starting state, not which parts of the simulation are used to model it. This embodies the idea that every African nation being modelled can be developed to the same level as those countries found in the original game. Jeff Sheen: A key decision, made early on, was that the content and systems from Democracy 3 should remain intact for the Africa expansion. What’s the same, what’s different, and how does the game present some of the more unique problems in Africa? IGN: You’ve described the game as an “expandalone” entry in the Democracy series. Each country plays very differently in the game, with their own advantages and disadvantages, offering the player a broad range of challenge. The final collection of nations was composed to showcase the diversity found in Africa, and to demonstrate that every African nation is unique. The 10 countries featuring in Democracy 3: Africa were selected only after all African societies and economies were explored extensively. This process was augmented by studying each society's history in-depth, so as not to just understand where their people are now, but to gain insight into where they have come from. From day one, I let the numbers guide me, using a broad range of credible social and economic indicators to build a profile for each African country. I started with a completely blank slate, throwing out everything I thought we knew about the continent's constituent sovereignties. Each country plays very differently in the game, with their own advantages and disadvantages, offering the player a broad range of challenge.Ī significant portion of Democracy 3: Africa's development schedule was spent researching the candidate nations. It is through this skewed lens that misconceptions can be formed. As a result, the majority of news reported from the rest of the world tends to be sensational, its extreme nature being why an event is highlighted. It is certainly the case here that popular news services have a bias towards reporting on developed nations. Jeff Sheen: I can only speak from my own experience, living in the United Kingdom. How will Democracy 3: Africa challenge this perception? There’s obviously much more to it than that, though. IGN: There’s a perception in a lot of developed, first world countries that the African continent is a sun-scorched wasteland of starvation and post-colonial catastrophe, where you can go hunt lions. Democracy 3: Africa is the first time we have 're-imagined' the game, and the first time there has been an external designer and programmer, which is Jeff! It was a VERY experimental game at first, and the reason I did two sequels is because it really needed and deserved more polish. In each case the simulation has got more accurate and the GUI has got better and better. The original game was written long ago before I even did my stint working at Lionhead, it then got a much better sequel, and finally Democracy 3. IGN Africa: Can you tell us a bit more about the team at Positech, and the Democracy series of games?Ĭliff Harris: Positech has for the most part just been myself. Naturally, we had a lot of burning questions regarding the setting, and Cliff Harris and Jeff Sheen from Positech were kind enough to oblige. New artwork, scenarios, and music have also been developed to add to the theme. It also expands on the original Democracy 3 by including new factors such as foreign aid, malnutrition and lack of sanitation, and corruption. Giving you the option to choose between governing Nigeria, Egypt, South Africa, Kenya, Ghana, Zambia, Senegal, Tunisia, Botswana, or Mauritius, there is plenty of diversity on display. Now, Democracy 3: Africa hopes to bring the critically-acclaimed experience into the rather tumultuous continent of Africa. As in life, not everyone is going to be happy with your decisions, and you need to manage how many friends you still have when the elections come around again. You often need to improve one area of the country while diminishing another. You often need to improve one area of the country while diminishing another.ĭemocracy 3 offers you a great UI with which to push your political agenda and see how the changes you implement affect the country as a whole, but that's about where the hand-holding ends.
